About The CHP

Management and Governance of CHP
CHP is a public company limited by guarantee. The legal arrangements of CHP are outlined in its constitution. The Constitution includes information on CHP's objectives, powers, limitations, membership arrangements, general meetings, directors and indemnity and insurance.

The Council to Homeless Persons (CHP) is governed and managed by a Board of Directors who work in conjunction with the Chief Executive Officer.

The Board is responsible for making financial and organisational management decisions on behalf of CHP.

The Chief Executive Officer is responsbile for the daily management of the organisation and informing the Board on relevant matters.

The Board consists of representatives from homelessness assistance agencies, academics, people with specialist skills such as a lawyer and accountant.

Services of CHP
Policy

The policy work of CHP contributes to informed and constructive advocacy that seeks to both reduce and eliminate homelessness and assist in improving responses to people who are homeless.

The Policy Unit of CHP currently consists of a Policy Officer who has a generalist policy focus and the Youth Policy Officer, whose role concentrates on issues related to young people and homelessness.

The policy work of CHP has five broad functions:
1. Providing and disseminating information regarding homelessness.
2. Contributing to and providing policy analysis and opinion.
3. Faciliating and organising consultations, networks, forums and issues related to homelessness policy issues.
4. Informing, facilitating and contributing to research regarding homelessness.
5. Developing and establishing relationships and partnerships to work together with others on homelessness policy issues.

Youth Policy

The Youth Policy Officer advocates for improved outcomes for young people experiencing homelessness.

This is done by:
  • seeking to influence government policy development and reform;
  • working with the homeless service sector towards developing and promoting best practice frameworks;
  • industry planning for the youth homeless service system, and
  • consulting with, and listening to, young people who are experiencing, or have experienced, homelessness.

    The work of the youth policy will include the development of policy statements and information, submissions, engagement in lobbying, networking and consultation, involvement in research and data analysis.

    Homelessness Advocacy Service

    The Homelessness Advocacy Service (HAS) provides free individual advocacy to clients of any homelessness assistance funded service in Victoria.

    The HAS works as part of the Integrated Complaints Management Strategy of the Victorian Office of Housing.

    This advocacy involves one to one support of clients who are seeking to make complaints, often through internal grievance procedures within funded services.

    HAS provides secondary consultation and referral to assist clients to assert their rights through appropriate external structures.

    In partnership with others, HAS provides training and information regarding the rights of homelessness assistance clients.

    HAS also has responsbility for the operation of the Peer Education and Support Program. This program establishes a group of Peer Educators who have experienced homelessness. The Peer Educators will offer training to homelessness assistance services in Victoria.

    The current staff of HAS consist of the HAS Coordinator, the HAS Advocate and the Peer Education and Support Program Coordinator.

    Parity

    Parity is the leading journal on homelessness issues in Australia with approximately 800 subscribers and is the key and most substantial regular publication of the CHP.

    Parity aims to extend and expand the understanding of homelessness through the provision of information, and the generation of discussion and debate on homelessness issues.

    This assists the work of CHP and other stakeholders to increase awareness of homelessness and facilitate improved and more effective responses to homelessness.

    In the production of Parity editions, partnerships are formed with other like-minded organisations. These partnerships often lead to a level of financial sponsorship of particular editions.

    Parity is continuously looking to expand its subscription and readership base.

    Part of the work of Parity is to organise and resource events and sessions that coincide with Parity editions and other homelessness publications.

    Into the future, Parity will assist CHP to develop Web-based resources, especially for members.

  • Major Thematic Activities for 2005

    The major thematic activities for 2005 include:

  • A strategic emphasis of Industry Planning and Sector development, through advocacy with the Office of Housing in the development of an Industry Plan and subsequent projects such as Workforce analysis.

  • Development of an investment strategy for CHP that supports its future work.

  • Developing and improving the membership structure and services to members.

  • An ongoing commitment to community/consumer representation in the development and planning of the work of CHP. It is anticipated that people who have experienced homelessness will increasingly become involved in assisting CHP in developing its policy program.

  • Ongoing development of a communication infrastruture and strategy for all members and supporters of CHP.
