Below is a link to the Commonwealth/Victorian Protocol for unsupported young people. While the Protocol relates to Commonwealth and State governments, primarily around income support, page 30 of the document outlines a risk asssessment framework which has been in use by Victorian government child protection agencies udner the old CYPA.
It is a useful reference tool.

Section 4.3 - Women children and other people experiencing family violence
The Statewide dHS / Police Protocol 2006-08 document was developed via DHS as a part of the Integrated Family Violence Strategy. This document has influenced the development of Statewide and Regional referral protocols between FV services and Police. The document is very large to download - DV Vic are working on a summary for the sector. You may prefer to wait for this summary as the level of detail here may not be required for local protocols and practice development.
