About the Council to Homeless Persons (CHP)
The Council to Homeless Persons (CHP) was established in 1972 and represents both individuals and organisations with a stake or interest in homelessness.
The vision and mission of CHP is to work for the elimination of homelessness and a inclusive society by being the leading policy and advocacy organisation on homeless issues in Victoria.
The work of CHP incorporates:
Representing the views and concerns of agencies, organisations and services that work to assist people experiencing homelessness.
Advocating on behalf of people who are homeless to government and the wider community.
Providing opportunities for people experiencing homelessness to have a voice and make a contribution towards policy related to homelessness.
Working in partnership with other stakeholders to improve service provision for people experiencing homelessness.

The Structure and Functions of CHP
CHP has four general services or functions. They are:
Homelessness Policy Information, Analysis, Opinion, Facilitation and Advocacy
Policy Information, Analysis, Opinion, Facilitation and Advocacy Regarding Young People who Are Homeless
Homelessness Advocacy Service providing individual client advocacy, secondary consultation and rights information and training
Parity: the publication of CHP and the leading journal in Australia regarding homelessness issues

Australia's Strengths and Challenges in Responding to Homelessness: An International Comparison
A new discussion paper summarising homelessness issues and data in the United States,Canada and Europe. The major findings of this paper are being presented at the National Homelessness Conference. THIS PAPER IS EMBARGOED TO 11AM, CENTRAL STANDARD TIME, FRIDAY 24TH MAY. The paper argues that whilst homelessness in Australia is substantial and needs attention, we are well placed, compared to other Western countries, to develop a comprehensive national plan to prevent and reduce homelessness.
