Policy

The CHP Policy Unit: Aims and Objectives

The policy work of the Council to Homeless Persons (CHP) contributes to informed and constructive advocacy, which seeks to both reduce and eliminate the existence of homelessness and to ensure improvements in the responses to and circumstances of people who are homeless.

The work of the Policy Unit has five broad functions:

1. To provide and disseminate information to and communicate with any agency or individual that has an interest or stake in homelessness. This includes the core CHP constituency of homelessness assistance services, people who are or who have experienced homelessness as well as a range of other stakeholders.

2. To contribute to and provide policy analysis, positions and opinion on issues, programs, initiatives related to homelessness. This function acts to inform, challenge and generate discussion and debate.

3. To facilitate and organise consultations and networks with both service representives as well as people who are or have been experiencing homelessness.

4. To facilitate, inform and contribute to research regarding homelessness. This includes research conducted by government departments, non-government organisations, universities and students.

5. To develop and establish relationships and partnerships with a range of stakeholders to work together to address homelessness.

The policy work of CHP is a balance of core or regular responsibilities, strategic directions and new initiatives and responding to issues.

The current Policy Unit consists of the Policy Officer, who has a generalist homelessness policy focus and the Youth Policy Officer, whose role concentrates on issues related to young people and homelessness. The two positions work together on many policy projects.

Policy Commitee

The policy work of CHP is assisted and supported by the Policy Committee. The Committee is a strategic advisory which provides information, advice, expertise and support to assist in the development of public policy initiatives and projects undertaken by CHP.

The Policy Committee comprises of CHP policy staff, CHP Board Directors and external representatives with policy experience.

CHP Future Policy Directions
The future policy work of CHP will:

  • Continue to provide and disseminate timely and appropriate information products to CHP members and contacts. This will include CHP discussion and position papers, news about government policy developments and initiatives, information on CHP events and other events relevant to homelessness;

  • Produce and release strategic policy documents regarding Homelessness and Housing, Employment and Training, Mental Health, Young People (This will largely be developed by the Youth Policy Officer at CHP), Workforce Development.

  • Respond to new government program and policy initiatives and reviews of current programs and initiatives;
    Analyse and use a range of data sources to produce information and discussion papers and presentations;

  • Contribute articles and comment to Parity magazine and other relevant publications;

  • Conduct annual Regional Consultations with services working with people who are homeless;

  • Facilitate and plan a range of homelessness related network meetings;

  • Host, administer and participate in Quarterly Regional Homelessness Networker Meetings;

  • Gain strategic advice and information from the CHP Policy Committee;

  • Participate in relevant government and non-government meetings and forums related to homelessness;

  • Promote and generate discussion regarding the findings of research facilitated by CHP;

  • Advocate for more research into and regarding homelessness especially practice based research

  • Partner with other organisations on joint projects related to homelessness.
