  • Call for contributions to August edition of Parity: Homeless Voices
    People who are homeless are often characterised as marginalised and excluded. Sometimes they are even portrayed as “invisible” and as “silent”. The question of who speaks for the homeless is problematic on many levels and this poses some very difficult representational issues, especially for those who work to assist the homeless and articulate their interests in the development of effective homelessness responses. This edition of Parity, “Homeless Voices”, is dedicated to addressing these questions and more.

  • March 2010 Have your say on the National Quality Framework for Homelessness Services
    The Federal Government has released a discussion paper and scheduled a series of consultations as part of the legislative reform process that started in 2008 with The Road Home report. The latest discussion paper, A National Quality Framework to Support Quality Services for People Experiencing Homelessness, examines a framework to define and ensure consistent service quality across homelessness services. It is critical that we contribute to the development of this legislative and policy framework. CHP is in a unique position to contribute to this process based on our recent and ongoing experience with service quality and accreditation, and our strong consumer rights focus. The discussion paper, as well as a schedule for the consultations, can be downloaded from the FAHCSIA website by clicking on the link below. These dates may change so please keep an eye on the FAHCSIA website. We’ll provide a briefing for the sector in advance of the Victorian consultations and attending the consultations to hear and represent your views.   • Friday 30 April: The "White Paper, What's Next" Launch and Forum
    The Honorable Tanya Plibersek, Minister for Housing and the Office of Women, will launch our White Paper - What's Next? edition of Parity magazine on Friday 30 April at the Melbourne Town Hall. The launch will be followed by a forum featuring representatives from the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA), Centrelink, RMIT University, Housing for the Aged Action Group, Domestic Violence Victoria, the Public Interest Advocacy Centre NSW and the Council to Homeless Persons (CHP) consumer group. The forum will provide an opportunity for you to have your questions answered and explore ways you and your organisation can work towards meeting the key goals of "The Road Home" White Paper on Homelessness.

  • Parity July 2010: Call for contributions, "Everybody Knows: Leaving Care and Homelessness"
    The July 2010 edition of Parity is dedicated to a comprehensive examination and discussion of the nexus between leaving state care and the risk of homelessness in later life. This edition, sponsored by The Salvation Army Eastcare, will look at Australian and international research into the connection between leaving care and homelessness as well as the most effective local and international policies and programs designed to respond to this issue. This edition will have two guest editors: Associate Professor Philip Mendes from Monash University and Dr Guy Johnson from RMIT University. Both have researched and written extensively in the areas of social policy, homelessness policy and research and on the manifold issues of leaving state care. Deadline for contributions: Friday 23 July 2010

  • 21-09-09 Workshop: Developing a foyer-like model in Victoria
    Workshop on developing a Foyer-like model in Victoria Housing & Community Building, Department of Human Services and Council to Homeless Persons (CHP) are jointly hosting a workshop on a new model of housing and support for young people. Senior Managers of organisations interested in supporting a Foyer-like model are invited to attend. The aim of the workshop is to discuss key features of the new model of housing and support, including governance, partnerships, physical design and operational issues. Speakers include: David Chesterton, representing the Foyer Federation UK and the Foyer Foundation Australia, Jane Slowey, Chief Executive Foyer Federation UK and David MacKenzie, Associate Professor at the Institute for Social Research, Swinburne University. Places are limited; registration is restricted to two representatives per organisation. Information on the workshop will be forwarded on receipt of registration. These free workshops are relevant to practitioners in the homelessness, housing and family violence sectors and will: • provide an introduction and overview of the latest data on family violence in Victoria • provide an overview of how to utilise relevant data to inform policy and enhance service provision and management • outline developments in state-wide data collection and analysis and explore the limitations of family violence data.

  • Creating Connections: Youth Homelessness Action Plan Stage 2: 2006-10 Evaluation
    Young people need connections that will help them to move on from the experience of homelessness. Through the Creating Connections: Youth Homelessness Action Plan (YHAP)Stage 2, the Victorian Government will provide more help to young people who experience homelessness. The YHAP2 is being evaluated in 2009.

  • July 4 - 11 is NAIDOC Week
    NAIDOC stands for the National Aboriginal and Islander Day Observance Committee. Its origins can be traced to the emergence of Aboriginal groups in the 1920s which sought to increase awareness in the wider community of the status and treatment of Indigenous Australians. Today, NAIDOC is a celebration of Aboriginal and Torres Strait Islander cultures and an opportunity to recognise the contributions of Indigenous Australians in various fields.   • Call for contributions: May edition Parity magazine - Homelessness and Social Inclusion
    Social inclusion principles are central to the policies of the Federal Government. Nowhere is this more evident than in the Homelessness White Paper, The Road Home, which says: “The Australian Government is committed to using the framework of social inclusion to tackle disadvantage. Social inclusion means building a fairer Australia by targeting the problems that keep people in disadvantage and tackling the barriers that prevent them from participating fully in Australian life”. Deadline All contributions are welcome and need to be submitted by Friday, 21st May, 2010 as MS Word attachments to an email addressed to parity@chp.org.au Contributions are usually between 900 words (single page) and 1800 words (double page).     Measuring Family Violence in Victoria One of a series of workshops to be held throughout Victoria in February 2010. The first workshop is being held at the Archie Graham Community Centre, 118/130 Timor St, Warrnambool from 9am-1:30pm on Tuesday 9 February 2010. This free event is being delivered through a collaboration between the Council to Homeless Persons, Domestic Violence Victoria, Government Partners including the Departments of Justice, Human Services and Planning and Community Development, and the SAFER research team.   • Opening Doors survey - closing date extended to Friday 18 September
    We have extended the closing date for the CHP Opening Doors survey to Friday 18th September. * * * * * * * * * * * * * * * The new Victorian Homelessness Strategy provides an opportunity to examine current support and housing service delivery responses. The Council to Homeless Persons (CHP) is examining the benefits and challenges the sector has found with the Opening Doors framework. We invite you to take part in a short survey and to register your interest in attending further consultation. The survey is an opportunity for service providers to inform CHP about the strengths of and improvements needed. We are looking for responses from across Victoria to ensure policy is reflective of the experience of the sector. CHP will treat any information provided confidentially.   • 19-08-10 CHP welcomes new Policy Advisory Group members
    CHP welcomes new Policy Advisory Group members We’re excited to announce the members of our newly established Policy Advisory Group (PAG). The PAG is made up of a diverse mix of consumers, advocates, regional representatives, service providers, policy makers and academics, and was established for members to provide expert advice on the policy solutions CHP should be advocating. The PAG will inform CHP on policy development and strategies, and contribute ideas for our annual policy and research agenda. The group is made up of 12 members who will serve a term of two years, from July 2010 to June 2012. Nominations for the PAG were oversubscribed in the areas of consumer representation and applicants from the policy, research and service provider fields. As a result not everybody who sought a place was successful. However, in the areas of regional and Indigenous representation, we were undersubscribed. The CHP Board has therefore decided to hold open one space for a regional or Indigenous representative, so if you’re from a regional area and/or Indigenous organisation or community and would like the opportunity to make a difference in homelessness policy in Victoria, please contact Sarah Kahn at CHP on (03) 9419 8699.

    “What is to be Done?” - The White Paper 12 Months On The March 2010 edition of Parity follows on from the June 2008 “Green Paper” and the February 2009 “White Paper” editions of Parity. Once again, the Council to Homeless Persons in collaboration with the Australian Government’s Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) and Homelessness Australia is producing a special edition of the national homelessness publication Parity to inform the homelessness sector of the policy and program responses to the White Paper The Road Home: A National Approach to Reducing Homelessness.
